Hangzhou: The core area construction plan of the global digital trade port is expected to be introduced to seek national support for granting more authority to Hangzhou in the management of online games.

The Hangzhou Municipal Government has solicited public opinions on the implementation plan for the construction of the core area of the Global Digital Trade Port in Hangzhou (2025-2027). It mentions supporting the development of the Alibaba Digital Trade Headquarters in Yuhang, the Digital Game Base of West Lake Art and Innovation Town, the Digital Film and Television Base in Linping, the Digital Cultural Base in Liangzhu, the Digital Fashion Base in Shangchengli, and the Digital Esports Base in Gongshu. It also aims to develop large-scale overseas digital technology services trade, optimize digital financial, digital cultural tourism, and visual intelligence services trade, and strengthen digital media, digital film and television, animation and game product trade. It simplifies the approval process for digital content issuance permits and administrative approval for the domestic sale of digital content exclusively for export, and strives for national support to grant Hangzhou more authority in the management of online games, increasing the number of online game version numbers in Hangzhou.

Hangzhou City promotes the implementation plan for the construction of the core area of the global digital trade port (2025-2027)

In order to implement the opinions of the Party Central Committee and the State Council on the reform, innovation and development of digital trade, in accordance with the spirit of the conference on building a high-level open and strong province, and the proposal of “building a modern digital trade port”, our city has put forward the construction of the core area of the global digital trade port and formulated this implementation plan based on the actual situation.

  1. Development Goals

Leveraging the synergistic effect of the ‘Digital Free Trade Zone + Global Digital Trade Expo’ to enhance the core area’s brand influence of the global digital trade port significantly, driving the city’s digital trade scale leading, structure optimization, active entities, format upgrading, and standard setting, basically establishing a national demonstration zone for innovative development of digital trade. By 2027, the city will achieve a digital trade volume of 440 billion yuan, with over 350 outbound brands in the field of digital trade, more than 1,600 scale-above enterprises, and over 35 platform enterprises with global competitiveness.

Second, Development Layout

Form the development layout of the core area of the global digital trade port with “the Global Digital Trade Expo as the traction, three free trade zone blocks as the industrial carrier zone, and six digital trade characteristic bases as the focus” of “one meeting, three zones and six bases”.

(1) “One Meeting”

The Global Digital Trade Expo will permanently settle in Hangzhou, held in Hangzhou International Expo Center every September. Within a two-square-kilometer range around the expo center, a digital trade innovation port integrating high-end trade exhibitions, trade headquarters economy, digital expo, and trade services will be built, forming a ‘trade + exhibition’ industry agglomeration area. Leveraging the hub role of Hangzhou Xiaoshan International Airport and the aerotropolis economic demonstration zone, it will host a national industry fund worth billions of RMB serving digital trade, high-level public service platforms, and implement major digital trade projects.

(2) “Three Zones”

Binjiang District: Relying on national-level characteristic service export base, IoT town, Internet town, China Data Valley, developing data resources and property rights transactions, Internet-related services, digital finance, ‘digital+’ service direction, building a digital service center, payment settlement center, service outsourcing center.

Xiaoshan District: Relying on platforms such as China Vision Valley, Information Port Town, Turing Town, etc., develop cross-border e-commerce and digital finance, visual intelligence, music and film, digital logistics, and increase innovation exploration in the industrial cross-border e-commerce and cross-border platform fields.

Qiantang District: Relying on the Hangzhou Comprehensive Bonded Zone, China Medicine Port, and Dachuang Town, develop cross-border e-commerce, ‘bonded+’ business, ‘digital+’ services, and metaverse. Deepen the innovation of cross-border e-commerce business and build a smart manufacturing trade center.

(Three)“Six Base”

Support the development of the Alibaba Digital Trade Headquarters in Yuhang, the Digital Game Base in West Lake Artistic Creation Town, the Digital Film and Television Base in Linping, the Digital Culture Base in Liangzhu, the Digital Fashion Base in Shangchengli, and the Digital Esports Base in Gongshu, gathering enterprises along the digital trade industry chain to create the optimal development ecosystem.

Three, key development areas

(1) Building the world’s leading exhibition for digital trade

  1. Build a global showcase for innovative achievements in digital trade. Gather global high-end exhibition resources, with the internationalization rate of participating enterprises not less than 30%. Set up special zones for artificial intelligence, humanoid robots, low-altitude economy, aerospace, and aviation, etc., each session driving a growth of over 10% in the digital trade volume of participating trade enterprises. Coordinate with internationally renowned exhibitions to achieve “attracting exhibitions through exhibitions,” promoting the participation of market entities from over a hundred countries and regions.   1. Focus on the full-chain innovation of digital cultural trade. Simplify the approval process for digital content issuance licenses and the administrative approval for the domestic sales of exclusively exported digital content, strive for national support to grant Hangzhou more authority in the management of online games, and increase the number of online game licenses in Hangzhou. Explore the negative list management of international cooperation in digitalization in various fields. Iterate the digital free trade comprehensive application system, carry out a pilot program for the international professional qualifications recognition of digital trade, and innovate the new model of digital trade dispute mediation. Actively strive to establish functional branches in Hangzhou for the BRICS organization and the Shanghai Cooperation Organization, and carry out global digital trade innovation incubation, information exchange, and risk warning cooperation.
