The core system promoted by the government to prevent full rental fraud - “Equity Confirmation Date Information Linked Business” will be expanded to internet professional banks. This move aims to go beyond cooperation with the TradFi sector and extend participation to internet banks, which are primarily used by younger demographics and have a higher usage rate, thereby further strengthening the protection net for tenant Margin.

On December 23, 2025, the Ministry of Land, Infrastructure and Transport and the Korea Real Estate Agency announced that they had signed a cooperation agreement with five institutions, including Kakao Bank, Toss Bank, iM Bank, the Water Cooperation Central Association, and the Water Cooperation Bank, to promote this business. Previously, the system mainly operated around 11 banks from some commercial banks and the second financial sector. With this agreement, the total number of participating financial institutions will reach 16.

The Equity Confirmation Date Information Linked Service is designed to prevent landlords from securing housing mortgage loans before tenants establish their actual right to residence, thereby preempting the priority of guarantees. In principle, tenants must complete the check-in declaration and obtain the equity confirmation date to gain counteracting effectiveness regarding the housing. However, landlords have continued to exploit the time difference, with this effectiveness taking effect at midnight the following day. This system was introduced to prevent such situations, allowing banks to query equity confirmation date information in real-time before granting loans, thus reducing instances where tenants' margins suffer losses due to falling into a subordinate position.

The operation of the system is as follows: financial institutions comprehensively consider factors such as housing market price, rental Margin, and priority debt rights to adjust the loan amount. For example, if a house valued at 1 billion won has a landlord signing a full rental contract for 600 million won and applying for a 700 million won loan, the bank will treat the Margin as a subordinate debt right and adjust the loan amount to approximately 400 million won. Through this process, it is possible to prevent the lessee's equity from being harmed by priority mortgage rights.

The Ministry of Land expects to maximize the protection of the full rental fund security of socially vulnerable groups, such as young tenants who are easily harmed by Margin, through this business expansion. In the future, there are plans to gradually expand the system to various financial institutions such as insurance companies and local banks. According to this agreement, the Ministry of Land, the Real Estate Institute, and various financial institutions will promote the construction and stabilization of the linkage system, and it is expected that the information provision will officially start within next year.

This trend is likely to have a positive impact on the structural stability of the entire rental market in the future. If a real-time information sharing system between the government and the financial sector can be established, it is expected that the protection of tenants' rights will be further strengthened, and illegal rental fraud is also expected to decrease.
