ngl, the whole "history repeats itself" framing here is arguably missing some non-trivial path dependency considerations... 2021's incentive structures were fundamentally different, stakeholder alignment was absent, and the governance primitives we're working with now? tbh they're not the same beast. cycle theory sounds neat but game theoretical implications suggest otherwise
