Guangzhou: Accelerate the construction of major projects such as Yuexin and ChipPlus, and build the core hub area for the development of the national integrated circuit industry's "Third Pole"

The “Guangzhou City Modern Infrastructure Development ‘15th Five-Year Plan’ (Draft for Soliciting Comments)” proposes strengthening the development of high-quality datasets. Relying on the “Guangshi Data Factory,” it will build a batch of high-quality multimodal datasets focused on key areas of the modern industrial system. It will vigorously cultivate new business models for data annotation and strive to establish a national data annotation pilot base. It will advance the “Hundred Models, Thousand Products” cultivation initiative, further deepen the construction of large-model incubation and cultivation platforms such as “Pazhou Mofang,” and cultivate an autonomous and controllable AI model system that is “full modality, full scale, and fully domestically produced.” It will accelerate the construction of national AI industry application pilot (testing) bases, and support Haizhu in building the country’s first AI large-model application demonstration zone. It will also accelerate the construction of major projects such as Yuexin and Zengxin, and develop a core carrier area for the national integrated circuit industry’s “Third Pole.” It will build an “AI + advanced manufacturing” ecosystem, and develop a number of smart manufacturing demonstration factories and typical smart manufacturing scenarios.
