2026 Zhongguancun Forum Annual Conference: Focusing on New Quality of Productivity and Drawing a New Blueprint for Innovation and Technology Integration

In 2025, the “Top Ten Scientific Advances in China,” the “2025 Global Engineering Frontiers” report, support policies for the Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center, the “Open Science International Cooperation Action Plan”… On March 25th, the 2026 Zhongguancun Forum Annual Conference officially opened, with a series of major achievements being released intensively, focusing on the new quality of productive forces, emphasizing the deep integration of science, technology, and industry innovation, and collaboratively drawing a new blueprint for integrated scientific and technological development.

Basic research is the source of technological innovation. Among the “Top Ten Scientific Advances in China” for 2025 released by the National Natural Science Foundation of China, major breakthroughs include innovative methods for large-scale preparation of flexible ultra-hard diamond films, fully functional 2D semiconductor/silicon hybrid architecture heterogeneous integrated flash memory chips, and new interface regulation methods for high-performance flexible layered solar cells for aerospace applications, demonstrating China’s solid progress and innovative vitality in basic research.

Engineering technology is an important support for new quality productive forces. The “2025 Global Engineering Frontiers” report released by the Chinese Academy of Engineering shows that, based on thematic clustering analysis of 189 engineering frontiers, four clear trends are emerging in global engineering development: artificial intelligence helping engineering paradigms achieve generational leaps, scenario-driven acceleration of engineering frontiers toward new quality productive forces, continuous breakthroughs in engineering innovation domains expanding human cognitive boundaries, and green low-carbon initiatives driving deep restructuring of the entire engineering system chain. This points the way for global engineering technology development and provides important guidance for China’s industrial transformation and upgrading.

The transformation of sci-tech innovation achievements is a key link connecting science, technology, and industry. At the newly launched technology trading center of the forum, technical managers wearing “blue vests” are active in every corner, proactively connecting supply and demand, building communication bridges, and serving as “matchmakers” and “service providers” for the transformation of sci-tech innovation results. At the opening of the Zhongguancun International Technology Exchange Conference held that afternoon, the “Several Measures on Strengthening the Construction of Sci-Tech Innovation Service Talent Teams” was simultaneously released, providing policy support for cultivating high-quality sci-tech innovation service talents and improving the achievement transformation service system, helping to break through the “last mile” of implementing sci-tech innovation results.

“Zhongguancun Forum is a national-level platform for global scientific and technological innovation exchange and cooperation. I am pleased to continue showcasing cutting-edge R&D achievements here, deepening exchanges and collaboration with industry peers at home and abroad, and gathering industry innovation strength,” said Lu Chunhua, Executive Director of Corporate Communications at Nuo Cheng Jianhua Pharmaceutical Co., Ltd. This high-tech biopharmaceutical company has participated in the Zhongguancun Forum for seven consecutive years. This time, it showcased six core innovative pipeline products, including the major national new drug creation project Obinutinib and several “first in China” R&D achievements.

Regional collaboration is an important lever to activate sci-tech innovation momentum. Relevant national ministries and central units jointly launched 40 support policies for the Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center, clearly focusing on Beijing’s “Three Cities and One District” as the main platform, with Zhongguancun as the main battleground, and with the Jing-Jin, Jing-Xiong new quality productive force corridors as the backbone, along with Tianjin Binhai New Area, Hebei Xiong’an New Area, and Shijiazhuang as key points, constructing an efficient collaborative innovation network. The “construction blueprint” for deep integration of technological and industrial innovation in the three regions is now clear.

It is noteworthy that China’s opening-up in the science and technology sector continues to expand. At the opening ceremony, the “Open Science International Cooperation Action Plan” was officially released, clarifying ten major scientific research infrastructure projects open and shared globally.

“China’s market has shifted from being an ‘option’ in foreign investment layout to a ‘must’ in core strategic deployment, and is also a ‘key’ for some enterprises to break through in global competition,” said Zhang Mingyi, Partner in Charge of Ernst & Young North China. With a complete industrial chain, efficient policy coordination, and active domestic tech enterprises, China is building a globally leading innovation ecosystem, and China will also become a source of global innovation.
