16 Measures Strengthen the Foundation of Innovation Talent

Ten days ago, on March 16th, the Zhongguancun International Technology Exchange Center officially started operations, aiming to create a hub for connecting technological elements and demands based in Beijing, radiating across the country, and facing the world, to help build an innovative ecosystem for technology transactions.

Promoting scientific and technological achievements from “shelves” to “showcases,” speeding up their exit from laboratories, another heavyweight policy was introduced at the opening of the Technology Exchange Conference— the Beijing Municipal Education, Science, Technology, and Talent Work Leading Group Office officially released “Several Measures to Strengthen the Construction of Sci-Tech Innovation Service Talent Teams,” focusing on key forces such as technical managers, tech finance talents, incubation operation talents, and intellectual property talents, with four aspects and 16 supporting measures.

The measures propose to attract a group of high-level technical managers with an international perspective globally, expand the “Zhuque Talent” pool to over 50 people, support universities in Beijing to cultivate more than 300 master’s and doctoral graduates annually in technology transfer, promote the establishment of dedicated positions, and support high-level technical managers to set up studios on-site at the Zhongguancun International Technology Exchange Center. It also clarifies that at least 10% of the net income from achievement transformation can be allocated as rewards for technical managers, opening up career development channels.

To promote the growth and development of sci-tech innovation service talents, a full-chain policy system is accelerating its construction. It is learned that Beijing will focus on key elements such as tech finance, incubation operation, and intellectual property to accelerate achievement transformation, establish diversified cultivation and empowerment mechanisms, build platforms for entrepreneurship, strengthen service guarantees, and guide and motivate sci-tech innovation service talents to deeply engage in the main battlefield of technological and industrial innovation.

“Blue Vest” Technical Managers Will Expand

This year’s technology exchange zone is lively with a group of “Blue Vest” technical managers, becoming a bright spot—their role as professional bridges connecting laboratories to production lines, providing specialized services to safeguard the transformation of scientific and technological achievements.

One of the “Blue Vest” team members, Chen Bailing, was busy on-site, introducing projects and understanding enterprise needs. As the leader of the flagship incubator Heima Digital Twin Incubator in Tongzhou District, she said her task is to connect scientific and technological achievements, help match resources precisely, and facilitate cooperation, helping cutting-edge tech projects find a landing ground.

The “Blue Vest” is the “super connector” in the sci-tech innovation ecosystem, responsible for breaking through the “last mile” of achievement transformation. The first batch of 100 technical managers in the “Blue Vest” team has already been formed. The conference launched the “BLUE 1000” plan—this plan aims to expand the “Blue Vest” team to 1,000 members over five years. The “Blue Vest” will also regularly settle in the Zhongguancun International Technology Exchange Center, continuously providing professional support for tech achievement transformation through specialized services.

18 Projects Signed to Accelerate Market Entry

Focusing on cutting-edge fields such as artificial intelligence, biomedicine, and intelligent manufacturing, 18 projects related to achievement transformation, investment and financing, and ecological cooperation were signed on-site, involving universities, research institutes, financial institutions, and tech innovation companies. These collaborations will further accelerate the transition of achievements from laboratories to markets, inject financial “fresh water” into achievement transformation, and enable faster aggregation and circulation of innovation resources, promoting deep integration of innovation chains, industrial chains, and capital chains.

It is noted that this year’s Technology Exchange Conference covers innovation regions such as Beijing-Tianjin-Hebei, Yangtze River Delta, and Guangdong-Hong Kong-Macao Greater Bay Area, and deepens international cooperation by inviting over a hundred international guests, linking global innovation elements, and building a broader technology exchange network.

He stated that China and Italy each have their advantages in the innovation chain and should build more open and shared cooperation platforms to involve more young scientists, engineers, and entrepreneurs in this cross-cultural, interdisciplinary wave of innovation.
