Deep Tide TechFlow message, 09 April, according to Politico, a cryptocurrency digital asset bill led by Tim Scott, the chair of the U.S. Senate Banking Committee, has become mired in controversy over DeFi developer protection provisions, making cross-party consensus difficult to reach.

The disputed provision would exempt non-custodial software developers that do not control user funds, so they would not need to register as money transmitters or comply with anti-money-laundering requirements. Law enforcement agencies such as the National Sheriffs’ Association and the National District Attorneys Association have sent letters to Congress in succession, warning that the provision would weaken the ability to combat financial crime; Chuck Grassley, chair of the Senate Judiciary Committee, has also expressed similar concerns. The crypto industry sees it as a core part of the bill; Amanda Tuminelli, executive director of the DeFi Education Fund, has clearly stated that she does not accept any modifications to the text of the provision.

Democratic Senators Catherine Cortez Masto and Mark Warner are pushing to amend the provision. If the two parties fail to reach consensus, the bill may advance without Democratic support, affecting the two-party majority it needs to pass in the full Senate vote.
