Hainan’s 15th anniversary of the off-island duty-free policy: duty-free shopping amounts to 286.4 billion yuan

On April 20, 2011, the Hainan island duty-free policy officially came into effect. Over the past 15 years, the island duty-free policy has undergone 10 iterations and upgrades: from a per-person annual limit of 5,000 yuan to 100k yuan, from a single “port pickup” to multiple delivery methods such as “mail delivery,” “instant purchase and pickup,” and “return island pickup,” and from 35 categories of goods to covering 47 major categories. According to Haikou Customs, from April 20, 2011, to April 19, 2026, over the past 15 years, Haikou Customs has supervised a total of 286.4 billion yuan in Hainan island duty-free shopping, with 348 million shopping items purchased by 50.86 million people. Currently, the entire island of Hainan has formed an orderly competitive landscape with 6 operating entities and 12 island duty-free stores. Sanya International Duty-Free City has become the only duty-free store in the country rated as a 4A-level scenic spot.
