Three departments: Strive to effectively eliminate patent fraud and black-market activities related to unfair trading by the end of this year

The National Intellectual Property Administration, the Ministry of Public Security, and the State Administration for Market Regulation released the “Action Plan for the ‘Rectification and Standardization Year’ in the Intellectual Property Agency Industry” today (23rd), continuing to deepen the rectification of the intellectual property agency industry, promoting the standardized and healthy development of the intellectual property agency industry, and creating a good innovation ecosystem and service environment. The plan requires strict crackdowns on typical illegal and irregular agency behaviors, comprehensive strict management in agency approval, daily supervision, and industry self-discipline; rectifying and cleaning up illegal and irregular agencies and personnel, consolidating the foundation for industry development; strengthening policy, application, agency, and review link coordination and linkage, standardizing the entire chain of intellectual property application, agency, transaction, and usage behaviors. The plan aims to, by the end of 2026, fully curb illegal and irregular behaviors and unstandardized practices in the agency industry, effectively eliminate the black and gray industry chain of patent fraud and improper transactions, and achieve a fundamental improvement in industry order; significantly improve the quality of industry access, and realize a “slimming and strengthening” of the industry scale; further improve long-term mechanisms such as coordinated supervision, credit supervision, and intelligent supervision, and greatly enhance supervisory capabilities; and significantly improve the quality of intellectual property agency services.
