On March 14, it was learned at the 2026 Shanghai Global Investment Promotion Conference that, to address the current hottest artificial intelligence track and solve the problems of large enterprises finding it difficult to secure computing power and small and medium-sized enterprises facing high computing-power costs, Shanghai has established the country’s largest computing power scheduling platform. Every year, the city sets aside 1 billion yuan in computing power vouchers, helping enterprises quickly and at low cost access the city’s 140,000P heterogeneous computing power through a “use first, pay later” model and “no application required for instant enjoyment.”

For high-quality datasets that model companies urgently need, Shanghai has the nation’s first corpus operation platform, focusing on key areas such as AI4S, industrial manufacturing, and embodied intelligence, aggregating a 10,000TB dataset and connecting 100,000 developers at home and abroad. Shanghai has also launched “co-creation” and “crowdfunding” to accelerate the expansion and quality improvement of its corpus.
