The “Guangzhou Modern Infrastructure Development ‘15th Five-Year Plan’ (Draft for Comments)” proposes building a diverse and integrated citywide computing power network. Strengthen overall coordination in the construction of computing power infrastructure, and establish a high-quality, highly resilient computing power supply system with coordinated deployment centered on intelligent computing power, complemented by general computing power, supercomputing, and edge computing—tailored to the economic development needs of mega-cities. Improve the alignment between supply and demand for intelligent computing power construction, and promote the development of projects such as China Mobile Guangdong-Hong Kong-Macao (Guangzhou) Communication Tower Phase II. Enhance the capacity for universal and inclusive services such as the Guangzhou Artificial Intelligence Public Computing Center and the Pazhou Intelligent Computing Center, and build a comprehensive service-oriented computing power agglomeration area. Rely on the construction of a new generation of supercomputing systems at the National Supercomputing Guangzhou Center, and continuously improve the domestic supercomputing application ecosystem. Set up a city-level intelligent computing operations service platform. Research and plan the layout of computing power enclaves, and explore mechanisms for regional sharing of computing power resources and collaborative scheduling. Explore a green and low-carbon development model for “electricity-computing co-governance,” encourage efforts to build integrated source-grid-storage computing centers, enhance electricity-computing synergy, and build the Tangxia Park electricity-computing co-governance demonstration. Focusing on emerging business needs such as ultra-high-definition video, vehicle networking, industrial internet, and remote medical care, flexibly deploy high-value edge data centers with strong industry-driven impact.
