China’s first mandatory national standard, 《Mobile Power Bank Safety Technical Specification》, was officially released on March 31, 2026, and will be implemented starting from April 1, 2027. According to the aforementioned insiders, the relevant detailed rules have not yet been announced. However, it has been reported that 28 cell companies, including ATL, Lishen, BYD, and Huizhou Marathon, as well as 5 chip and BMS solution companies, have already passed preliminary screening tests. Industry sources say that, in response to long-standing pain points in the sector—such as falsely labeled capacity, low-quality battery cells, and frequent safety incidents—the new regulation achieves multiple breakthroughs at the technical level: it clearly requires that mobile power bank battery cells must pass needle penetration tests to ensure they do not catch fire or explode after being penetrated; the temperature and duration of thermal abuse tests have been tightened in tandem; new and stringent safety trials, such as full-unit drop and crushing tests, have been added; and products are also required to indicate their safe usage lifespan, with improved protection mechanisms for overcurrent, short circuits, and more.
