People’s Financial News, March 23 — Kong Fuan, Secretary of the Party Leadership Group and Executive Deputy Director of the Shanghai Hongqiao International Central Business District Management Committee, stated at the Shanghai press conference on March 23 that by 2026, Shanghai Hongqiao International Central Business District will aim to become the “first stop for Yangtze River Delta enterprises to go global.” Focusing on building “a high ground for outbound enterprise headquarters, a high ground for overseas comprehensive services, and a high ground for outbound制度创新,” the plan includes: 1. Deepening institutional openness, accelerating the rollout of a new high-level opening plan for Hongqiao, and promoting the development of a linked innovation zone within the free trade pilot zone. 2. Upgrading the service system to establish a Hongqiao overseas comprehensive service network connecting “hundreds of partners, hundreds of countries, and hundreds of parks.” 3.
