“Financial Lifeblood” Precise Drip Irrigation to Solve Corporate Financing Difficulties

This newspaper report (Correspondent: Tai Shengyao) recently, the author visited Qiandong Economic Development Zone, where a foreign trade company’s production workshop was bustling with machines, and workers were rushing to complete a batch of export orders. Just a few months ago, this company faced refinancing difficulties due to lack of collateral. The local “Park Industrial Loan” helped solve this urgent problem—based on an existing 3 million yuan credit loan, the bank added a 2 million yuan credit enhancement loan, allowing the company to operate more smoothly. This is just a microcosm of Zhenyuan County using financial “lifeblood” to nourish the real economy.

In recent years, Zhenyuan County has continuously optimized the business environment, focusing on solving the bottlenecks and difficulties in financing small and micro enterprises. Through building platforms, leveraging products, and precise matchmaking, a full-chain service system of “government-bank-enterprise” has been established, effectively solving financing problems for enterprises. By 2025, financial institutions in the county have cumulatively lent to 1,498 small and micro enterprises, with a total loan amount of 611 million yuan, injecting strong momentum into high-quality economic development in the county.

To break down information barriers between banks and enterprises, Zhenyuan County established a dedicated coordination team to support small and micro enterprise financing and set up a regular service mechanism. Team members visit parks, commercial districts, and communities, conducting “Thousand Enterprises, Ten Thousand Households” visits to understand business operations and financing needs face-to-face. Meanwhile, online efforts promote Guizhou Province Big Data Integrated Financial Service Platform, guiding enterprises to apply for “Miao Ling Inclusive Loans” through the platform and enjoy interest subsidies. By 2025, the team held 17 “Application List” review meetings, including 1,145 small and micro enterprises into the “Recommendation List,” truly achieving “zero-distance” financial services.

To address common pain points of small and micro enterprises such as “no collateral, difficulty in renewal loans,” Zhenyuan County has implemented a policy package: supervising banks to implement due diligence exemption systems, promoting “interest-free renewal” white lists to ensure “all eligible loans are made, and loans are approved quickly”; innovating and developing scenario-based products like “Park Industrial Loans” and “Rural Tourism Loans” to precisely drip financial lifeblood into key industries. Currently, all 8 banks in the county have launched “Bank-Tax Interaction” products, where tax-credit A-level enterprises can obtain up to 3 million yuan in pure credit loans, with interest rates lower than the benchmark, effectively reducing financing costs.

In Zhenyuan County, the “last mile” of financial services is gradually being connected. Through big data screening and on-site visits, relevant departments compile lists of enterprises with potential financing needs, guiding financial institutions for one-on-one matchmaking to ensure credit resources reach the right companies precisely. The aforementioned foreign trade company is one of the beneficiaries. After understanding its credit enhancement difficulties, the coordination team facilitated a thorough investigation of its credit, tax payments, and revenue status, efficiently utilizing the “Park Industrial Loan” to add a 2 million yuan loan, helping the company smoothly secure new orders.

Another typical case comes from the cultural tourism industry. During the 2024 “6.29” flood disaster, a guesthouse suffered severe property damage and urgently needed funds for renovation. Financial institutions responded promptly, assessing the guesthouse’s operating income at 30%, and leveraging the low-interest, non-reducing “Rural Tourism Loan” to grant a 500,000 yuan credit line. Now, the guesthouse has reopened, attracting many tourists. “This money really came at the right time, helping us catch the summer tourism peak,” said the owner with a smile. It is reported that “Rural Tourism Loans” continue to inject vitality into the recovery and development of Zhenyuan County’s cultural tourism industry.

From “enterprise seeking funds” to “funds seeking enterprises,” Zhenyuan County is paving a broader and smoother financing road for small and micro enterprises with tangible measures. Relevant department officials stated that the next step will continue to promote inclusive credit lending, innovate credit products, conduct in-depth research, and actively address issues of difficult and expensive financing for enterprises, ensuring effective measures, high-quality services, obvious results, and enterprise satisfaction.
