[Caixin] On March 22, at the China Development High-Level Forum 2026 Annual Meeting held at the Diaoyutai State Guesthouse in Beijing, Minister of Finance Lan Fuan stated that during the 14th Five-Year Plan period, China’s fiscal policy will focus on promoting high-quality development, adhere to an active policy tone, and prioritize expanding domestic demand, investing in people, and open sharing in policy design and implementation.

Lan Fuan said: “The world is experiencing accelerated changes over a century, with deepening impacts from protectionism, geopolitical conflicts, and other external environment changes. There are still many old problems and new challenges in China’s economic development. On the other hand, the supporting conditions and basic trends for China’s long-term economic growth have not changed. After these years of testing, the resilience to shocks is stronger and the confidence is greater.”
