Why is vocational high school so chaotic?

Let's put it this way, in regular high school you're just at the bottom of the class.
But in vocational high school, everyone is at the bottom.
The few students teachers mention as exceptions, there are quite a few of them here.
The "bad apples" often talked about, you can find plenty of them here.
The student who ranks last in the class, with knowledge as the entry barrier—everyone around is just here to pass time.
During class, if you look up at the clock, the counselor might even add you to the scholarship list.
If you bring a book to class every day, congratulations—you've already pre-ordered yourself as one of the school's top ten outstanding alumni.
Here, you have no real study pressure because your classmates around you can't even understand basic questions.
The janitor comes in to clean and can easily solve the problems on the blackboard that have been debated for half a day.
Even the person with the highest education level in the entire school might be the security guard at the gate.
You're not the only one in a quagmire; this place itself is a swamp.
